Recommended Action

Approve a Three (3) Year agreement renewal with ESRI, Inc. for comprehensive GIS products, services and training in the amount of $153,836.00. ESRI is the sole source provider of these products and services.


Background Information

For the past six years, the City of North Port has been in agreement with ESRI, Inc. to allow the City to use ESRI's GIS applications, services and training resources. ESRI's GIS software is a critical component of infrastructure that is integral to much of the work that is carried out in the City. GIS (Geographic Information System) technology is used to collect, organize, analyze and present data that is linked to a location. There are four full-time GIS positions in Information Technology, Planning, Public Works and Utilities, along with various personnel throughout the City who use ESRI software on a regular basis. ESRI software is integrated with other systems and software, such as the Public Works work management system, the City's public website and mobile app, Police CAD system and our ERP system. ESRI software and associated data is essential in performing data and analysis functions throughout the City. An Enterprise License Agreement (ELA) will provide numerous benefits including:

* A lower cost per unit for licensed software
* Substantially reduced administrative and procurement expenses
* Maintenance and software updates on all ESRI software deployed under this agreement
* Complete flexibility to deploy software products when and where needed
* Assurance that there will be continuity in the integration of these tools over multiple years
* City-wide staff training and certification on a variety of topics and specialization
