Recommended Action

Approval of Resolution 2020-R-12, SPX-19-270, a Special Exception for 7-Eleven car wash.

Background Information

Jeffery A. Boone, Esq. on behalf of Weedon North Port LLC, has formally submitted to the City of North Port a Development Master Plan application to construct a full-service 7-Eleven which is to include a 3,454 SF convenience store,16 fueling stations, and a 979 SF car wash. The development is proposed on a ? 4.15-acre parcel located north of W. Price Blvd and west of N. Cranberry Blvd. The parcel is zoned Neighborhood Commercial-High Intensity (NC-HI), which allows for convenience store usage but requires the fuel pump and car wash uses go through the special exception process.
This application is for a special exception to allow for the car wash proposed in the 7-Eleven Full-Service Convenience Store Development Master Plan. The 16 Special Exception Findings as per ULDC Sec. 53-259 have been analyzed in detail in the Staff Report.
The City Attorney has reviewed and approved Resolution 2020-R-12 as to form and correctness.
The Planning and Zoning Advisory Board heard this item at their regularly scheduled meeting on May 7, 2020. This item was combined with items Resolution 2020-R-11 and DMP-19-280 for discussion. Discussion included potential effects on neighboring residential properties, concerns about noise, whether the car wash would use reclaimed water, unique location of the parcel, location of similar services, and traffic concerns. The Planning and Zoning Advisory Board voted 5-1 to recommend approval of Resolution 2020-R-12 to City Commission.
