Background Information
West Villages Improvement District (WVID) has installed plant material and irrigation (the improvements) on a portion of the Southwest Water Reclamation Facility (SWWRF) property to act as a buffer between the Antigua community and the SWWRF. Since the City owns, operates, and maintains the SWWRF, a non-exclusive perpetual easement is necessary to grant to the Antigua at Wellen Park Homeowners Association, Inc. to maintain the landscape buffer at their sole expense in perpetuity.
