Recommended Action

Approve Contract 2020-38 with Zep Construction, Inc. in the amount of $139,953.00, with a contingency of $13,995.00, for a total project cost of $153,948.00 for the Myakkahatchee Creek Water Treatment Plant (WTP) Structural Rehabilitation Project Phase 1 - Flocculation Tank No. 1 Repairs.

Background Information

In 2019, CDM Smith, Inc. completed the structural analysis of the Myakkahatchee Creek Water Treatment Plant. Their evaluation determined that the existing flocculation tank No. 1 structure was not structurally sound, and rehabilitation would be necessary in order for the plant to operate at normal operating capacity. The rehabilitation, as recommended by the Consultant, includes demolishing and removing the existing concrete masonry unit (CMU) baffle walls and floor slab, replacing and recompacting displaced soil, constructing a new reinforced concrete structural slab and baffle wall, removing existing coating from all interior concrete surfaces, repairing spalls, gouges and cracks, repairing eroded concrete surfaces, and coating the interior of the tank using a polyurethane coating.

Request for Bid No. 2020-38 for the Myakkahatchee Creek WTP Structural Rehabilitation Project Phase 1 - Flocculation Tank No. 1 Repairs was advertised on January 10, 2020. A non-mandatory pre-bid meeting was held on January 22, 2020 at 2:00pm and a site visit was held on January 27, 2020. Five bids were received, opened and read on February 12, 2020 at 2:00pm.
