Recommended Action
Discussion and possible action regarding Advisory Board recommendation memorandum from the Charter Review Advisory Board concerning bond issuance during declared disaster or emergency without voter approval.
City Commission Options
Option 1: Direct the City Manager to draft an Ordinance utilizing the draft language recommended by the Charter Review Advisory Board.
Option 2: Decline to pursue further action.
Background Information
During their Regular Meeting held on December 18, 2025, the Charter Review Advisory Board discussed Item No. 25-2850: Discussion and Possible Action Regarding Recommending New Verbiage Allowing the City to Borrow Money. During the discussion, the following two recommendations were made to the City Commission:
1. To recommend the following language to City Commission: In the event of a state or government declared disaster or emergency the City may issue general obligation or revenue bonds solely to restore the City to the state prior to the declared disaster or emergency without voter approval.
2. To recommend adding this referendum question to the November 2026 ballot.
