TITLE: Resolution No. 2016-R-35, supporting the appointment of FLC President Susan Haynie to the Florida Constitution Revision Commission (CRC).


Recommended Action

Approve Resolution No. 2016-R-35 and letters of support to be sent to Governor Rick Scott, Florida House Speaker-Designate Richard Corcoran, and Florida Senate President-Designate Joe Negron

Background Information

The Florida Constitution establishes and describes the duties, powers, structure, and function of the Constitution Revision Commission (CRC). The CRC meets every 20 years and is next scheduled to meet in 2017 to review and recommend changes to Florida's constitution that may appear on the 2018 General Election ballot for the consideration of Florida's voters.

The CRC is comprised of 37 members which includes the Attorney General of Florida, fifteen members appointed by the Governor, nine members appointed by the Speaker of the House, nine members appointed by the Senate President, and three members appointed by the Chief Justice of the Florida Supreme Court. Appointments will likely be made February or March 2017 prior to the start of the legislative session.

The Florida League of Cities (FLC) Board of Directors has adopted a Resolution in support of FLC President Susan Haynie's application for appointment to the CRC.

At the November 10, 2016 meeting of the ManaSota League of Cities (MSLC), FLC Assistant General Counsel David Cruz gave a presentation on the Constitution Revision Commission (see attachment). The MSLC Board voted unanimously to support the recommendation of the FLC for the appointment of FLC President Susan Haynie to the CRC.

The Florida League of Cities and Manasota League of Cities have requested that member municipalities send letters and adopt a resolution in support of the appointment of FLC President Haynie to the CRC.
