Recommended Action

 

The City Commission may endorse the Development Services Department’s recommended notification plan or provide direction to pursue an alternative notification method.

 

Background Information

 

On August 6, 2024, the City Commission directed staff to provide options for property owner notification regarding the new Unified Land Development Code. Staff considered possible options and is recommending the most efficient, cost effective, and comprehensive option to ensure all property owners in the City are aware of the new regulations and zoning map. As the launch of the new Accela permitting software system is anticipated by the end of the year, staff is recommending a single notification that includes information for both the ULDC and the Accela permitting system. A memorandum has been provided with more information.

Financial Impact

 

If the City Commission endorses the Development Services’ recommended notification plan, a budget amendment would be required but the costs could be borne fully by the Building Fund, in which there is sufficient funding. Based on the number of parcels within the City and costs for printing and postage, the total cost is estimated at approximately $100,000. Staff is exploring cost-saving measures through bulk printing pricing in hopes to minimize costs.
