Recommended Action

Discussion and direction regarding the draft Impact Fee Study.

Background Information

During the City Commission Meeting on February 7, 2019, Commission directed staff to conduct a study to update the City's impact fees (excluding transportation). A consultant was retained to evaluate the current and projected financial condition of the City's impact fees to determine and propose any necessary or potential adjustments for the City to be able to adequately provide capital improvements to support development.

To date, the following tasks have been completed:
* After receiving data from the City, Consultant drafted tables of rates and assumptions;
* Staff reviewed drafts and feedback was incorporated;
* Consultant prepared an administrative draft of the report;
* Staff reviewed administrative draft and feedback was incorporated into final draft;
* Public outreach webinar held August 27, 2020 and the recording placed on the website.

The draft Impact Fee Study along with public comment are provided for Commission's consideration.

The next steps are adoption of the impact fee ordinance and notice given not less than 90 days before the effective date of the ordinance imposing the new impact fees.

Financial Impact

The primary purpose of this report is to calculate and present fees that will enable the City to expand its inventory of public facilities, as new development creates increases in service demands.
