Recommended Action

Approve the Information Sharing Access Agreement with the Department of Homeland Security/Federal Emergency Management Agency and authorize the City Manager or the Mayor, as applicable under the City Charter, to renew the Agreement every three years, contingent upon no substantive changes to terms or conditions.

Background Information

The City of North Port seeks to enter into an Information Sharing Access Agreement (ISAA) with the Federal Emergency Management Agency (FEMA) to obtain access to certain datasets containing information related to flood insurance policies, claims, repetitive loss properties, and property violations within the City. The City formally requested this data through FEMA's prescribed process to support ongoing floodplain management, hazard mitigation, Community Rating System (CRS) activities, and grant application efforts.

Through the ISAA with the Department of Homeland Security/FEMA and data access, the City aims to identify high-risk and repetitive loss properties, prioritize mitigation efforts, and develop more targeted infrastructure improvements. The information will be used to enhance outreach to property owners, assist homeowners in pursuing grant funding for mitigation projects, and support updates to the City's mitigation planning documents. Ultimately, this effort is intended to strengthen the City's flood resilience and position North Port to be more competitive in future grant opportunities.
