Recommended Action

Approve the Memorandum of Understanding (MOU) between The Panama City Police Department and the North Port Police Department for the Traffic and Criminal Software (TraCS).

Background Information

TraCS Florida is a program funded by a grant from the Florida Department of Transportation (FDOT) to provide Florida law enforcement agencies (LEAs) with a cost effective (free) way to submit crash data electronically to the Florida Department of Highway Safety and Motor Vehicles (DHSMV) and citation data to local county clerks of court.

The TraCS program is a partnership between FDOT and Florida State University to create and maintain the software that is utilized by law enforcement agencies across the State of Florida. The software allows agencies to complete DHSMV forms such as; citations, accident reports, DUI citations, warnings, parking violations, boating citations and other approved State of Florida forms.

TraCS software is free to all Florida agencies and all costs are funded by the State of Florida. The FBI and Florida Department of Law Enforcement (FDLE) Criminal Justice Information Standards (CJIS) require a host law enforcement agency for all software that contains CJIS data. The Panama City Police Department is the CJIS agency of record for the TraCS program. All MOUS are facilitated between the Panama City Police Department and the agencies wishing to use the software. The software is used by the vast majority of law enforcement agencies in the State of Florida and every agency in the 12th Judicial Circuit.
