Recommended Action

Approve contract with Frontier Communications for data communication services in the amount of $255,540.60, for a 3-Year term.

Background Information

Frontier Communications is the City's current provider of metropolitan Ethernet (Metro-E) services. These services allow our facilities to connect with broadband data network connections over Frontier's fiber network, allowing staff in each facility to access the City's applications, systems, phones and Internet.

Financial Impact

Under the previous contract, the City spent $96,273.60 ($8,022.80/ per month) annually for these services, and the new contract would reduce this annual cost to $85,180.20 ($7098.35/per month, as referenced in Attachment 2 - Pricing Schedule). Additionally, this proposed contract includes two (2) new sites at Fire station 85 and the Sarasota County datacenter, the City utilizes Sarasota County datacenter as a disaster recovery facility. The annual savings to the City would be $11,093.40, and over the life of the 3-year contract would be $33,280.20. These costs have been budgeted within the General Services, IT division budget under account 001-0710-516-41-00, and are partially funded by Public Works, Utilities and Fire Rescue.

Procurement

In accordance with Article VIII Section 2-403 (a) (3) k of the Procurement Code these services are exempt from competitive process, see Attachment 3 - Competitive Exemption Form. This service has been used by City for a number of years, beginning when Frontier was known as Verizon.
