Discussion and possible action regarding the resignation of City Clerk Kathryn Wong.
Background Information
On September 11, 2019, the City's Human Resources Department received a letter of resignation from Kathryn Wong effective October 4, 2019.
Relevant contract provisions to be discussed include:
* ? 7.a. - The employee must give 30 days' notice of contract termination, unless waived by the Commission.
* ? 11 - The employee will be required to reimburse the City for any educational assistance if leaving employment within 1 year of completion of the course or certification.
o "Educational assistance" is not defined and it is not clear to what it is referring. However, Personnel Policy ? 7.7.A clarifies educational assistance (see ? 14 of the contract).
The following City Charter provision also needs to be addressed:
* Designate an Interim City Clerk per ? 10.04(b) of the City Charter -
(b) In the event of a vacancy of the office of City Clerk for any reason whatsoever, the City Commission shall designate and appoint a properly qualified person to execute the functions of the office until such time as a new City Clerk is forthwith appointed by majority vote of the City Commission.
Based on recent Commission action, the Deputy City Clerk is already in the position of Acting City Clerk.
Staff is looking for direction from Commission on how they would like to proceed.
