Background Information
During the June 19th Budget Workshop, Commission discussed concerns on how amounts for each Commissioner's annual travel and education expenses are budgeted in travel account and a training account rather than combined in one.
During discussion, the City Manager recommended Commission create a travel and training policy considering the travel and training accounts combined. Commission requested that an item be placed on the agenda in September for discussion of a travel and education policy.
The current travel and vehicle policy is listed in the Commission Handbook starting on page 49. As was mentioned during the budget workshop on June 19th, the accounts for travel cannot be combined into one account. The subsequent conversation related to whether the Commissioners should be limited to the amounts in the two combined accounts. In previous years, if a Commissioner went over in the two combined accounts, travel expenses could still be incurred if there was savings in other areas of the budget. Commission directed the City Manager to bring forward an item to limit an individual Commissioner to the combined total of the two accounts. Based on this direction, the following language will be added to the Commission Handbook if Commission approves.
"Individual Commissioners will be limited to incurring expenses related to travel in the amount of the two travel and training accounts in any given year. Requests for additional funding in the year may be approved by a majority of the City Commission."
