TITLE: A Resolution of the City of North Port, Florida, Adopting the 2023 Revisions to the City of North Port, Florida Comprehensive Emergency Management Plan as the Formal Guide of the City of North Port's Emergency Management Activities; Incorporating Recitals; Providing for Conflicts; Providing for Severability; and Providing for an Effective Date.


Recommended Action

Adoption of Resolution No. 2023-R-45, 2023 Revisions to the City of North Port, Florida, Comprehensive Emergency Management Plan.

Background Information

The City of North Port has a Comprehensive Emergency Management Plan (CEMP) that provides a framework for disaster response and short-term recovery for all-hazards that the City may encounter. It is written in alignment with the Sarasota County's CEMP to provide coordination between City and County actions. The CEMP is updated as needed based on lessons learned; new best practices; and changes in capabilities and policies. The State of Florida Division of Emergency Management requires resubmission of the CEMP with updates every four (4) years.

During the City Commission Regular Meeting held on June 27, 2023, staff presented Resolution No. 2023-R-45 to the Commission for their review and consideration. At the conclusion of the Commission's discussion, a motion was made to direct the City Manager to work with the City Attorney capturing discussion points, reviewing the 2023 and 2019 Comprehensive Emergency Management Plans (CEMP), and bringing back for further discussion and adoption.

Pursuant to the Commission's directive, staff worked with the City Attorney's Office capturing discussion points, reviewing the 2023 and 2019 Comprehensive Emergency Management Plans.
