TITLE: Approve the Addendum to the Law Enforcement Support Office (LESO) Program State Plan of Operation (SPO) between the State of Florida and the City of North Port.
Recommended Action
Approve the Addendum to the Law Enforcement Support Office (LESO) Program State Plan of Operation (SPO) between the State of Florida and the City of North Port.
Background Information
The Department of Defense (DoD) makes personal property available to Federal and State Law Enforcement Agencies that is excess to the needs of the DoD for the use in law enforcement activities, with emphasis on counter-drug / counterterrorism or border security activities. The City of North Port currently participates in this program and has an existing Memorandum of Agreement (MOA) and State Plan of Operation that allows the North Port Police Department staff to request such property for use in applicable law enforcement activities. The items available for use under the agreement are provided for use during applicable activities, to be returned to the LESO when no longer needed or transferred to another enrolled Law Enforcement Agency.
This addendum amends the State Plan of Operations by modifying definitions to the “controlled” property listed in the agreement. Controlled Property consists of military items that are provided via a conditional transfer or “loan” basis where title remains with the DoD.
This has been reviewed and approved for form and correctness.
