TITLE: Approve Change Order No. 1 to Work Assignment 2021-04 Under Continuing Services Contract 2020-58-12 for the Sumter Boulevard Utility Extensions Project with Stantec Consulting Services, Inc. for an Additional Cost of $24,230.17, Increasing the Total Work Assignment Cost to $202,390.20

Approve Change Order No. 1 to Work Assignment 2021-04 for the Sumter Boulevard Utility Extensions Project with Stantec Consulting Services, Inc. for an additional cost of $24,230.17, increasing total Work Assignment cost to $202,390.20.
Background Information
In 2015, Stantec Consulting Services, Inc. (Stantec) completed a permitting level design for a Project to extend water and wastewater service along Sumter Boulevard through the I-75 interchange and obtained the required permits, all of which had a five-year expiration. During the City Commission Budget Workshop held on July 22, 2020, the Commission directed staff to prioritize the funding of this Project for construction in Fiscal Year 2021. At the November 24, 2020, City Commission Regular Meeting, Work Assignment 2021-04 was awarded to Stantec for the following services:
* Engineering services to conduct geotechnical investigations for the crossings under I-75.
* Prepare permit applications for additional permits required.
* Prepare construction plans and specifications.
* Assist with the bidding and selection process for construction services.
* Provide shop drawings and request for information review during construction.
* Prepare record drawings.
* Provide overall project oversight.
During the Florida Department of Transportation (FDOT) permitting review process, FDOT determined that the proposed open-cut installation of the water and sewer mains would not be permittable within the FDOT Limited Access Right-of-Way for I-75.
