TITLE:                     A Resolution of the City Commission of the City of North Port, Florida, Adopting City Commission Policy No. 2023-01 Related to Requiring Prior Authorization for Use of the Commission Contingency Account; Providing for Incorporation of Recitals; Providing for Conflicts; Providing for Severability; and Providing an Effective Date.

Approve Resolution No. 2023-R-21 as presented.
 
Background Information
 
During the City Commission Workshop held on September 6, 2022, Commission discussion took place regarding establishing a Commission Contingency Policy for Commission approval of Commission Contingency fund usage. The policy requires Commissioners or the City Manager to bring any intended expenditures related to an unbudgeted unforeseen expense to the City Commission for approval prior to the use of Commission’s Contingency funds in furtherance of the expenditure. The City Commission shall vote on all motions identifying the amount and intended use. 
 
After the City Commission approves the use of funds, the Department must submit a budget transfer request to the Finance Department. The funds will be transferred out of the Commission’s Contingency Account to the appropriate General Fund account based on the City Commission’s intended use.
 
Resolution No. 2023-R-21 has been reviewed by the City Attorney and is legally correct as to form.
