Recommended Action

Approve Agreement No. 2020-12 with TLC Engineering Solutions, Inc. for Professional Engineering Services for the Design of City Hall Generator in the Amount of $77,195.00.

Background Information

In September of 2017 the City was impacted by the effects of Hurricane Irma. During this event City Hall which serves as the City's Emergency Operations Center (EOC) lost power. The emergency generator which provides power to the building was found to be inadequate. Subsequent actions to correct the deficiency resulted in the application and award of a Hazard Mitigation Grant Program (HMGP) grant through the Local Mitigation Strategy (LMS) group. The awarded grant provided funds to help the City to replace the EOC generator with one of adequate size and capability. Follow up actions required the City to solicit engineering services for design of the City Hall generator to facilitate the project.

Request for Proposals No. 2020-12 for the Design of the City Hall Generator was issued on September 13, 2019. Two (2) proposals were received on October 15, 2019 which were reviewed and ranked by the Selection Committee on October 25, 2019 and TLC Engineering Solutions, Inc. was the top ranked firm. The Selection Committee's recommendation to move forward with contract negotiations was approved by the City Manager on October 29, 2019. Contract negotiations proceeded and an agreement was reached in February 2020.

Agreement No. 2020-12 has been reviewed and approved by the City Attorney's Office as to form and correctness.
