Recommended Action

Approve Agreement 2016-48 between the City of North Port and DeLoach Engineering Science, PLLC, for professional engineering services for the Big Slough Flood Reduction Study in the amount of $300,000.00.

Background Information

With the recent completion of the Big Slough Watershed Study and update of the Federal Emergency Management Agency (FEMA) Flood Insurance Rate Maps (FIRMs), the hydraulic model of the entire Big Slough Watershed is available for additional studies to further define feasible solutions to reduce flooding in portions of the City. The flood reduction study will identify the costs and benefits of alternatives to advance the best solution to a preliminary design, conceptual permitting and identification of land requirements. The study is comprised of two parts.

Part 1 will evaluate methods to reduce localized flooding in two areas. One area is near the Myakkahatchee Creek just north and south of Interstate I-75. The second area is in the Jockey Club west of the Myakkahatchee Creek bounded by Appomattox Drive to the north, and include areas near Pan American Boulevard and Ketona Road. The work will include the necessary field surveying, hydraulic modeling, alternatives analyses, and cost benefit relationships to alleviate flooding in the local neighborhoods during various storm events. The Part 1 budget is $250,000 and up to 50% of this cost will be reimbursed by Southwest Florida Water Management District (SWFWMD) through a cooperatively funded grant.
