Recommended Action

Approve the application to the Florida Department of Emergency Management (FDEM) Hazard Mitigation Assistance Grant in the estimated amount of $3.75 million for the Lift Station Fortification Project - Bypass Pumps and authorize the City Manager or the Mayor, as applicable under the City Charter, to execute all funding documents after Legal Review, should the grant be awarded to the City of North Port.

Background Information

FDEM manages the Federal Emergency Management Agency Hazard Mitigation Assistance Program for the State of Florida. The grant provides funding for eligible mitigation measures that reduce future disaster losses. Hazard mitigation means any sustainable action that reduces or eliminates long-term risk to people and property from future disasters. Mitigation planning breaks the cycle of disaster damage, reconstruction and repeated damage. Hazard mitigation includes long-term solutions that reduce the impact of future natural disasters.

On September 28, 2022, the City of North Port took a direct hit from a major category 4 hurricane, Hurricane Ian, which resulted in catastrophic damage. Because of power outages and equipment failures, many of the City's sanitary sewer lift stations were offline and unable to keep up with the needs of the wastewater collection network, creating obstacles to moving raw sewage to the processing plant.
