Background Information

Florida State Statutes, Chapter 163, Part II, the Local Government Comprehensive Planning and Land Development Regulation Act, requires the City to maintain and update a Capital Improvements Element (CIE) within its Comprehensive Plan. Every year the CIE is updated and adopted by Ordinance.

The purpose of the CIE and the Five-Year Schedule of Capital Improvements is to identify the capital improvements that are needed to implement the Comprehensive Plan and ensure the adopted Level of Service (LOS) Standards are achieved and maintained for concurrency related facilities (sanitary sewer, solid waste, drainage, potable water, parks and recreation, schools, and transportation facilities). This assures that facilities are in place to maintain LOS standards in a timely manner and to prevent concurrency-related issues and address deficiencies. Updated revenue and expenditure data is provided from the City of North Port's adopted Capital Improvement Program and the Sarasota County School District Five-Year Capital Projects Budget 2020-2021.

The proposed amendment is internally consistent with the various elements of the Comprehensive Plan. The proposed language adds a fifth year to maintain an updated Comprehensive Plan and ensures consistency with state and regional requirements.
