TITLE: Approve Contract No. 2023-34 With Jay's Fencing, LLC, on an As-Needed Basis; Authorizing the City Manager or Designee to Approve Subsequent Work Assignments up to $100,000 As-Needed, Consistent With Approved Budget and Future Renewals; and Approve Work Assignments 1 and 2 for the Combined Total of $198,287.00.


Recommended Action

Approve Contract No. 2023-34 with Jay's Fencing, LLC., on an as-needed basis; authorizing the City Manager or designee to approve subsequent Work Assignments up to $100,000 as-needed, consistent with approved budget and future renewals; and approve Work Assignments 1 and 2 for the combined total of $198,287.00.

Background Information

Hurricane Ian damaged several areas of fencing within the utility system that are in need of repair and/or replacement. The Department of Utilities solicited a Continuing Contract Request for Bids for Fencing, which has a contract term of three (3) years with three (3) additional one-year renewals based upon mutual agreement.

> July 28, 2023: Request for Bids No. 2023-34 - Fence Repair and New Installation was advertised.
> September 12, 2023: One bid was received and opened.
> Staff reviewed the bid, and the only responsive contractor has been determined to be qualified for this Contract.

Based on this information, staff recommends the award of a Zero-Dollar Contract and Work Assignments 1 and 2 to Jay's Fencing, LLC. Subsequent Work Assignments would be issued based on services needed over the Contract period. Each Work Assignment will outline its own cost and schedule. Work Assignments over the threshold will be brought back to Commission for approval.

Contract No. 2023-34 with Jay's Fencing, LLC., has been reiewed by the City Attorney and is legally correct as to form.
