Recommended Action
Approve Work Assignment No. 6 (Contract No. 2018-41) with Granite Inliner, LLC. in the amount of $214,657.00 for the Inflow & Infiltration Project.
Background Information
Inflow and infiltration (I&I) are extraneous flows that enter the wastewater collection system and flow through to the plant. These flows reduce the capacity of the system and can lead to sanitary sewer overflows. Inflow occurs when storm water enters the sewer system through flooding of the manholes and direct connections of storm water to the wastewater collection system. Infiltration occurs when groundwater and storm water enter into wastewater collection system as a result of physical defects such as cracked pipes, leaking manholes or deteriorated joints. Most of the I&I experienced by the City is a result of infiltration and this I&I Rehabilitation Project is designed to mitigate that infiltration. The I&I Rehabilitation Project includes sewer line cleaning, closed circuit television inspection (CCTV), gravity sewer smoke testing, manhole rehabilitation, manhole lining systems, cured-in-place pipe lining and spot repairs, and grouting lateral connections. The type of repair will vary by area and will be based on the CCTV inspection of the targeted systems
On May 22, 2018, Commission approved the zero-dollar, multiyear Contract Nos. 2018-41.001, 2018-41.002, and 2018-41.003 with Insituform Technologies, LLC., Layne Inliner LLC. (now Granite Inliner LLC), and Hinterland Group, Inc. Commission directed staff to bring each individual work assignment back for Commission approval.
