TITLE: Approval of the First Amendment to Agreement Between the City of North Port and Advanced Data Processing, Inc., (ADPI) for Public Emergency Medical Transport Fee Change


Recommended Action

Approval of the First Amendment to Agreement between the City of North Port and Advanced Data Processing, Inc. (ADPI) for Public Emergency Medical Transport (PEMT) Fee Change.

Background Information

In September 2017 Commission approved the use of the Agreement for Medical Billing Services between the City of Tamarac, Florida and ADPI. PEMT provides supplemental payments for eligible entities meeting specified requirements and provide emergency medical transport service to Medicaid beneficiaries.

ADPI and the City of Tamarac, Florida amended the 2016 Resolution R-2016-121 in June 2019 to reflect an updated PEMT fee charge of 15% of the net amount to 12% collected for Medicaid accounts. This change reduces the City of North Port fees paid from the General Fund and increases revenue. The City started receiving this benefit in 2019.

Fire Rescue recommends allowing the City Manager to enter into future amendments that do not increase fees paid to the vendor.

The City Attorney has approved to form and content.

Strategic Plan

Maintain the adopted level of health and public safety services.

Financial Impact

Reduces the percentage paid by an estimated $2800 to increase overall revenues provided by the PEMT program.

Procurement

This Amendment is pursuant to Section 2-403 (a) (4) of the City Procurement Code - The utilization of other governmental or public entity contracts to procure goods and services.

A purchase order is already established for Fiscal Year 2019-20 based on Commission approval of 5-year term contract on 9-26-17.
