TO: Honorable Mayor & Members of the North Port Commission
FROM: Peter D. Lear, CPA, CGMA, City Manager
TITLE: Memorandum of Agreement (MOA) between Florida Division of Emergency Management and the City of North Port for Use of the Everbridge Notification Platform at no Cost to the City.
Recommended Action
Approval of Memorandum of Agreement between Florida Division of Emergency Management and the City of North Port to begin transition of community notification systems from Code-Red to Everbridge.
Background Information
In the fall of 2019 Sarasota County decided to move forward with utilizing the "Everbridge Platform" that was being contracted through the Florida Department of Emergency Management (FDEM). This contracted agreement allows for municipalities (Subdivisions) to also enter into the same agreement at no cost to the municipalities. Out of the 67 counties in Florida approximately 65 are utilizing the Everbridge "powered by Alert Florida" service. The Everbridge platform allows for mass notifications such as:
a. Tornado Warnings
b. Flash Flood Warnings
c. Hurricane Warnings
d. Statewide Notifications
e. Countywide Notifications
The Everbridge platform also allows the subdivision (city) the following capabilities: population protective actions, emergency preparedness and response information, disaster recovery information, emergency preparedness exercises, law enforcement searches, automated weather warnings, and the notification and recall of subdivision (city) employees, contractors, and other response partners. The transition also benefits our citizens and the entire county by enabling consistent messaging and increasing the ease of access to information before, during and after an emergency.
The MOA has been reviewed by the City Attorney's office as to form and correctness.
