Background Information

Florida State Statutes, Chapter 163, Part II, the Local Government Comprehensive Planning and Land Development Regulation Act, requires the City maintain and update a Capital Improvements Element (CIE) within its Comprehensive Plan. Every year the CIE is updated and adopted by ordinance.

The purpose of the CIE and the five-year schedule of capital improvements is to identify the capital improvements that are needed to implement the Comprehensive Plan and ensure the adopted Level of Service (LOS) Standards are achieved and maintained for concurrency related facilities (sanitary sewer, solid waste, drainage, potable water, parks and recreation, schools, and transportation facilities). This update assures that facilities are in place to maintain LOS standards in a timely manner and to prevent concurrency related issues and address deficiencies. Updated revenue and expenditure data is provided from the City of North Port's adopted Capital Improvement Program and the Sarasota County School District's 2022-2023 Five-Year Capital Improvement Plan.

This amendment is consistent with the following elements of the Comprehensive Plan:
Drainage, Parks & Recreation, Potable Water, Schools, Sanitary Sewer, Solid Waste, and Transportation

Adoption of the ordinance adds a fifth year to maintain an updated Comprehensive Plan and provides for compliance with state and regional requirements.
