Approve Work Assignment No. 2020-02, under Continuing Contract No. 2016-23, with Consor Engineers, LLC, formerly TKW Consulting Engineers, in the amount of $149,922.00 for the AWIA Risk and Resilience Assessment & Emergency Response Plan.

Background Information

Passed into law in October 2018, the America's Water Infrastructure Act (AWIA) amended the Water Resources Development Act and the Safe Drinking Water Act. Section 2013 of the AWIA mandates that water systems serving a population of 3,300 or more must conduct a Risk and Resilience Assessment (RRA), prepare an Emergency Response Plan (ERP) based on the RRA and certify both to the Environmental Protection Agency (EPA). The RRA replaces the previous requirement to perform Security and Vulnerability Assessments and broadened the focus from "terrorism and intentional attack" to "malevolent acts and natural hazards". The ERP will include strategies and resources to improve resilience including physical security and cyber security. Utilities must certify to EPA that they have completed the RRA by December 31, 2020 and the ERP by June 30, 2021.

On October 17, 2019, Utilities distributed a Request for Letters of Interest (RLI) to all engineers of record under Continuing Contract No. 2016-23 to secure professional engineering services to conduct the required RRA, prepare an ERP based on the RRA and assist Utilities in certifying both to the EPA. Four Letters of Interest were received by the November 22, 2019 due date.
