TITLE: Discussion and Possible Action Regarding Makers Market


Recommended Action

Provide direction regarding draft Makers Market ordinance language.

Background Information

On November 28, 2017 Commission discussed the concept of creating an Artisan Market and directed staff to identify potential locations of marketplaces for the sale of goods made by those in home occupations. This would also include Cottage Food businesses regulated under Section 500.80 F.S.

Artisan Markets were again discussed at the April 2, 2018 Commission Workshop for which Planning Staff drafted a memo regarding the feasibility of potential marketplace locations, including a property along Pan American Blvd. and City Hall property. Workshop discussions included separating the artisan market issue from the food trucks issue and requiring a special event permit or temporary use permit. There was consensus to direct staff to come back with locations for a vendor/artisan area, to allow artisans to meet monthly and commercial vendors quarterly, to limit the sales to those that are hand-crafted, to allow advanced registration for North Port residents and then open it up to everyone, to determine a reasonable fee, and to allow the market for one full-day with determination of two days at a later date.

Artisan Markets were brought back for discussion at the July 5, 2018, Commission Special Meeting. Staff created a potential market schedule with locations utilizing Parks and Recreation space and participation fees. Commission directed the Artisan Markets ordinance to be more like the Food Trucks ordinance and tabled the item allowing Staff to make the necessary changes.

This item was again discussed at the February 7, 2019 Commission Regular Meeting. The motion is stated below.
