Recommended Action

Review and Adopt Warm Mineral Springs Park Final Master Plan

Background Information

At the April 2, 2018 Special Commission Meeting, City Commission approved Agreement #2017-40 Phase I for Professional Design and Engineering Services for Warm Mineral Springs Park Master Plan with Kimley-Horn & Associates. On January 7, 2019, the Warm Mineral Springs Park Conceptual Master Plan was presented to Commission, followed by the Warm Mineral Springs Park Draft Master Plan presentation at the February 26, 2019 Commission Meeting.

During the February 26, 2019 meeting, Commission provided consensus to incorporate the following changes into the Final Master Plan:

a) Prioritize the design/construction phases as follows: the building renovations, utility and infrastructure upgrades as part of Phase 1; the lookout tower and some trails for Phase 2; additional phases to be determined by need and funding. (Master Plan pg. 26 & 27; Power point slide 7)
b) Review the parking improvements and determine if this should be included as part of Phase 1 design/construction. (Master Plan pg. 26 & 27; Power point slide 7)
c) Add an option for an old-fashioned school house and additional educational activities. (Master Plan pg. 26 & 27)
d) Move the maintenance building to the back near the garden or where parking was previously indicated. (Master Plan pg. 26 & 27)
e) Move the bus entrance to Ortiz and check for adequate turning radius on bus loop. (Master Plan pg. 26 & 27)
f) Review parking near flex space for consideration of safety buffer or fire lane. (Master Plan pg. 26 & 27)
g) Determine if parking lot lighting is included and/or needed by code. (Master plan pg. 26)
h) Determine height of look-out tower to ensure City code will accommodate. (Master Plan pg. 26)
