Approve Resolution No. 2025-R-33.

Background Information

In accordance with Florida Statutes Section 166.0451, each municipality shall prepare an inventory list of all real property within its jurisdiction to which the municipality or any dependent special district within its boundaries holds fee simple title which is appropriate for use as affordable housing by October 1, 2023, and every 3 years thereafter. The original inventory list was approved by Resolution No. 2007-R-48 on November 13, 2007, and was most recently updated in 2020.

In line with the statutory requirements mentioned above, staff carried out a comprehensive review of City-owned properties. Staff identified a total of one hundred forty-one (141) parcels that are suitable for affordable housing. As a result of this review, the inventory list for affordable housing has been updated for 2025.

Any parcel designated for affordable housing must comply with the regulations of the applicable zoning district and adhere to the development standards specified in the Unified Land Development Code. Additionally, it must meet all relevant State regulations pertaining to affordability requirements, as applicable.

Florida Statutes Section 166.0451(2) further specifies that properties identified as appropriate for use as affordable housing on the inventory list adopted by the municipality may be used for affordable housing as follows:
