TITLE:                                          Traffic Enforcement Agreement for the West Villages Improvement District

Recommended Action

Approve the Traffic Enforcement Agreement with the West Villages Improvement District (WVID) for traffic enforcement service.

Background Information

The Police Department commonly receives requests from Community Development Districts (CDD) for traffic enforcement within their respective areas. To date, the Police Department has several CDD and Homeowners Association (HOA) agreements in effect throughout the City. The WVID requested a traffic enforcement service for roadways within their district that are under their control.

Included in the proposed traffic agreement are costs associated with signage and dedicated police services dealing with traffic enforcement issues included in Chapters 316, 318, 320 and 322. Such costs for police services will be incurred and paid by the respective CDD/HOA using the Commission approved City Fee Schedule for police special details. However, violations enforced by officers during their regular patrols will not result in a cost to the CDD/HOA.

City of North Port Road and Drainage staff and the City Attorney have also reviewed the traffic agreement template for approval by Commission.  The City Commission has approved a similar template for Home Owners’ Associations, but as this is a governmental agency, this needs to be signed by the Mayor and the WVID is an Improvement District.

Strategic Plan

Create and sustain a safe and healthy environment for residents and visitors of North Port.

Financial Impact

Transfers the cost of providing traffic enforcement service and proper traffic sign requirements to the CDD/HOAs.
