TITLE: Discussion and Possible Action Regarding Implementation of Warm Mineral Springs Park Soft Reopening Event.

Recommended Action

The City Commission approve the implementation of a Warm Mineral Springs Park Soft Reopening Event.

Background Information

During the December 8, 2022, City Commission Special Meeting, there was discussion regarding the costs and resources needed for the operational restoration of Warm Mineral Springs Park considering the damage sustained because of Hurricane Ian. Subsequent to discussion, direction was provided to terminate the Site Management Agreement with National & State Park Concessions, the former on-site management company, and move as expeditiously as possible to open Warm Mineral Springs. With the temporary admissions building and restroom trailer procured by the City and delivered to the site as of February 22, 2023, the Contractor is working through the build out of these units, performing site work for electrical and plumbing, and constructing American Disability Act (ADA) walkways. It is anticipated that site work to support public access will be complete sometime the first week of April 2023.

In the event there are unexpected delays to the completion of site work and a firm reopening date cannot be set for a date during the first week of April 2023, staff is requesting consideration for the implementation of a soft reopening event. This event would facilitate reopening of the park while also providing an opportunity for practical on-site training of seasonal staff. It is envisioned this will be a multi-day event lasting no longer than one-week, and following an amended schedule as needed to accommodate site work close-out. During this time, no admission fees will be charged, and pass visits will not be deducted from valid passholders.
