Recommended Action

Approve acceptance of State of Florida Appropriation Request, if awarded, for the expansion of water and sewer to Warm Mineral Springs in the amount of $875,000 and authorize the City Manager to approve and sign grant documents upon satisfactory legal review.

Background Information

Staff identified one project for the 2021-2022 State of Florida Appropriations Request, formerly known as the Local Funding Initiative Request. Requests are submitted to Florida House and Senate members for funding support in the upcoming budget year. The project identified is the Warm Mineral Springs water and sewer utilities expansion. The project scope includes design, permit and construct approximately 6,550 lineal feet of water line and 5,330 of sewer line with a lift station to supply services to the historic Warm Mineral Springs Park property and surrounding vacant commercial lots. The project will support historic building rehabilitation, protect the springs from possible sanitary overflows and encourage job growth in an Opportunity Zone - all significant components for a solid funding request.

* Proposed City matching funds: $875,000

The application was submitted to the City's state lobbyist, Greenburg Traurig, P.A. on January 6, 2020 for final review and submittal to the local legislators. If awarded, funds will be announced with the approval of the state budget on July 1, 2021. The City Attorney will review the contract for legal form.
