Recommended Action

Approve Contract No. 2015-17 Construction of sidewalks, installation of street lights, electrical outlets, conduit, and fiber optic connectivity between City Hall and the George Mullen Activity Center to J.E. Charlotte Construction, Inc. in the amount of $243,520.65 and authorize the use of contingency up to $17,000.

Background Information

City Commission approved the construction of sidewalks, installation of street lights, electrical outlets, conduit and fiber optic for the George Mullin Activity Center/City Hall site improvements in the Fiscal Year 2014/15 Capital Improvement Program.

On November 4, 2014, RFB No. 2015-17 for construction of sidewalks, installation of street lights, electrical outlets, conduit and fiber optic cable between the George Mullen Activity Center and City Hall was advertised on DemandStar. The bids were opened on December 1, 2014 with three bidders responding. One bidder was deemed non-responsive for failure to submit all required paperwork. The other two respondents were both over budget.

During the February 27, 2015 Commission workshop, the Commission, by unanimous consensus, authorized the City Manager to make the appropriate re-allocations with funds that were budgeted from the Pine Park project to complete the work at the George Mullen Activity Center including steps to provide a budget amendment.

At the March 23, 2015 Commission meeting, first reading of the budget amendment will be presented and the second reading is scheduled for the April 13, 2015 Commission meeting. Upon approval of the budget amendment, this project will have a sufficient funds budgeted to complete the work as outlined in RFB No. 2015-17.
