TITLE: Approve the Memorandum of Understanding (MOU) between The City of Tallahassee on Behalf of the Tallahassee Police Department and the City of North Port for the Utilization of the Electronic License and Vehicle Information System (ELVIS).
Recommended Action
Approve the MOU between The City of Tallahassee on behalf of the Tallahassee Police Department and the City of North Port for the utilization of the Electronic License and Vehicle Information System (ELVIS).
Background Information
The Electronic License and Vehicle Information System (ELVIS) is a program funded by a grant from the Florida Department of Transportation (FDOT) to provide Florida law enforcement agencies with a free application for accessing the Florida Crime Information Center (FCIC) and the National Crime Information Center (NCIC) records. Available queries include in-state and out-of-state driver license and registration, criminal history and more. Law enforcement agencies are given full control of their users and access to logs needed for FDLE audits, including authentication logs, query logs, and user record change logs. The ELVIS program is a partnership between FDOT and Florida State University to create and maintain the software that is utilized by law enforcement agencies across the state of Florida. The Tallahassee Police Department serves as the lead agency for the State of Florida. All MOU's are facilitated between the Tallahassee Police Department and agencies wishing to use the software. The software is used by the vast majority of law enforcement agencies in the State of Florida and every agency in the judicial circuit (12th).
The City Attorney's office has reviewed the MOU as to legal form and correctness.
