Recommended Action

Approve the utilization of Sourcewell Contract No. 012418-TPM, Thompson Pump and Manufacturing Company, Inc. (for Public Utility Equipment with related accessories, supplies and services) to purchase four stationary bypass pumps for lift station dependability at identified lift stations throughout the City, in the amount of $219,459.

Background Information

While the loss of power experienced during a storm event may not prevent the use of central water, it does impact the 113 lift stations that move wastewater through the City's collection system to the wastewater treatment plants. Without electricity, these stations cannot function, requiring the use of either portable generators or bypass pumps to keep the wastewater moving and prevent overflows or sewage spills that could impact public health and the environment. In the wake of Hurricane Irma, Utilities spent the vast majority of staff time pumping wastewater with portable bypass pumps through lift stations that had lost power. This involved moving a limited number of portable pumps around the system, deploying suction hoses into the wet wells and connecting discharge hoses to the emergency pump-out connections at each station, requiring significant time and varying types of hoses and fittings as well as numerous trips back and forth to the warehouse to pick up the correct hardware, delaying the response time to several lift stations.
