Discussion and possible action to compose a Resolution for Best Practice Procedure/Policy for the reduction of single use plastics on City properties.

Background Information

Many Florida Cities and Counties have researched the environmental impacts of plastic and advised their Council or Commission to adopt an Ordinance for the elimination of all single use plastic utilized on municipal properties. This has faced opposition and potential lawsuits that could be filed by different interest and lobbying groups.

Therefore, staff proposes to establish a "Best Practice Procedure/Policy" for the reduction of single use plastics on City properties which could be incorporated into a Resolution. The Department of Public Works has already began leading by example for the City's residents and business community with the construction of the new Recycling Center. The Resolution will encourage City staff, vendors, patrons and others utilizing facilities; attending events; etc. on City properties to be conscious of "reducing" the use of plastic bags, plastic straws, styrofoam and other single use plastics. This is a mindset staff would like our citizens and business community to embrace.

Staff would like to achieve the following goals with the composure of this Resolution:

* Minimize utilization of single use plastics on City properties.
* Demonstrate the City of North Port's commitment to the sustainability and health of our community.
* Preserve the quality of our natural environment.
