TITLE: Approve Contract No. 2020-56 for School Crossing Guards with Waterfield Florida Staffing, LLC. D/B/A, Action Labor of Florida of West Palm Beach, Florida in accordance with the Contract Terms and Hourly Rates in Attachment A.
Recommended Action
Approve Contract No. 2020-56 for School Crossing Guards with Waterfield Florida Staffing, LLC. D/B/A, Action Labor of Florida of West Palm Beach, Florida in accordance with the contract terms and hourly rates in Attachment A.
Background Information
In 2017 the City of North Port Commission approved the utilization of the City of Sarasota, Florida RFB No. 15-33BK with Action Labor for providing School Crossing Guard services. The contract is set to expire on August 25, 2020. Action Labor of Florida, LLC was purchased and became Waterfield Florida Staffing, LLC on March 23, 2018 doing business as Action Labor of Florida.
The City of Sarasota determined on June 15, 2020 not to issue a new solicitation and requested an extension of an additional year. The City of North Port Purchasing in conjunction with the City of North Port Police Department determined it would be in the best interest of the City to issue and establish our own contract for safer more consistent Crossing Guard Staffing and better control of cost and reduction of risk. The solicitation resulted in one submittal from the existing Contractor (which was also ranked as the first choice by the City of Sarasota in 2015) at a cost savings. (See Attachment 2- Tabulation Sheet). Waterfield Florida Staffing, LLC. has committed to offer employment to all guards previously employed by the City which should help ensure continuity of services and familiarity to citizens. They will continue providing personnel, uniforms, equipment, training and evaluations to ensure students are safe throughout the City.
The initial contract term will continue for three (3) years from the effective date. At the end of the initial term, the contract may be renewed for an additional two (2) year term. At the end of the renewal term, upon mutual agreement, the contract may be renewed for an additional final one (1) year term.
The City Attorney has approved the contract for form and correctness.

The budgeted funds for these services are in account number 001-2100-521-34-00.
Procurement
RFB No. 2020-56 is being procured pursuant to Chapter 2 Administration, Article VIII - Procurement Section 2-404 - Competitive Sealed Bid Process, of the Code of the City of North Port, Florida.
