Discussion and possible action regarding the display of the Roseate Spoonbill sculpture in City Hall.
Background Information
The following provides a chronological order of events regarding the display of the Roseate Spoonbill sculpture in City Hall:
Ø February 8, 2022: During the Art Advisory Board Meeting, the following actions were taken by the Board:
§ A motion was made that the Art Advisory Board recommends to the City Commission to place the Roseate Spoonbill sculpture on the second floor of City Hall in the arched-out area.
§ Discussion ensued regarding the review of other locations, cost estimates for installation and the Art Fund Balance.
Ø April 26, 2022: During the City Commission Regular Meeting, Laura Ansel, Staff Liaison, Art Advisory Board provided the Commission with an overview of the Art Advisory Board’s actions referenced above during their meeting on February 8, 2022.
Tony Kelly, Art Advisory Board Chair, provided information to the Commission regarding the placement of Roseate Spoonbill art sculpture. Discussion by the Commission ensued regarding mobile mounting, structure height, estimated time for installation, structure size, emergency panel clearance, structure orientation and placement, and alternate location options.
At the conclusion of the discussion, the Commission made a motion, as amended to direct the City Manager to work with Staff and Mr. Kelly to find a location for the sculpture using all of City Hall and to bring back additional information for Commission final decision.
Ø April 27, 2022: The Facilities Maintenance Division of the Department of Public Works staff met with Mr. Kelly to review potential locations for the sculpture installation throughout City Hall and identified the following three options:
§ Option A - First Floor Stairwell of City Hall. At this location, there would be no need to alter the sculpture, and installation would be simple to complete. Visitors would be able to see the sculpture from several different angles. The estimated installation cost at this location is $250.
§ Option B - Lobby on the Second Floor of City Hall. At this location, there would be easy electrical access for the installation of downlighting. Staff would need to remove and cap the existing light fixture and would also have to conduct concrete scanning, which increases the estimated installation cost. There are multiple access points to the lobby, which makes identifying the direction the spoonbill should “face” difficult. The estimated installation cost at this location is $2,140.
§ Option C - “Arched Out Section” of Lobby on Second Floor of City Hall. There are no concerns with fire door clearance at this location. The sculpture would require alteration to its height which would reduce visibility from the first floor. In addition, the multiple access points to the lobby makes identifying the direction the spoonbill should “face” difficult. The estimated installation cost at this location is $1,080.
Ø May 3, 2022: The Facilities Maintenance Division staff physically tested the sculpture in the locations identified. Based upon their review of each location, the Facilities Maintenance Division recommends proceeding with Option A - First Floor Stairwell.

Ø Option A - First Floor Stairwell (Recommended Option): Funding is available in the Fiscal Year 2022 Budget, Department of Public Works, Property Maintenance Expenses, General Fund, General Government Services Other General Government Services, Repair and Maintenance of Buildings account number 001-0760-519.46-04 for the $250 expenditure for the labor and materials.
Ø Option B - Lobby on the Second Floor of City Hall or Option C - “Arched Out Section” of Lobby on Second Floor of City Hall: Direction on funding for labor and installation will be needed if Commission proceeds with Option B or Option C. Staff notes that the current balance of the Art Fund is $128,917.33.
