Recommended Action
Option 1: Approve additional service as needed at the unit prices indicated on the attached bid tabulation for Request for Bid No. 2025-30 for Citywide Generator Services with Paramount Power, Inc., and authorize the City Manager to approve future renewals and increases in accordance with the terms and conditions in the solicitation.

• Pros: Clarifies and formally approves the full pricing terms included in the solicitation/bid tabulation for use when additional services are needed. It will also improve the City’s ability to maintain and restore critical backup power systems, especially during emergencies, by ensuring the vendor can perform necessary services without needing separate approvals.
• Cons: Approval of these additional services may reduce cost predictability under an as-needed unit-price contract.
Option 2: Deny approval of the additional services as needed at the unit prices indicated on the attached bid tabulation for Request for Bid No. 2025-30 for Citywide Generator Services with Paramount Power, Inc.
• Pros: Denial of additional services limits scope and may improve cost control and allow separate competition for specialized or unpredictable work.
• Cons: If additional services arise during the Contract term, staff may need to return to the City Commission for additional authorization and/or pursue a separate procurement method, which could delay response time and service restoration.
Background Information
During the City Commission Regular Meeting on October 28, 2025, the City Commission approved agenda item no. 25-2061, awarding Request for Bid (RFB) 2025-30 for Citywide Generator Services as needed to Paramount Power, Inc. in the amount of $181,767.00, and authorized the City Manager to approve future renewals in accordance with the terms and conditions in the solicitation.
During post-award review of the bid tabulation and solicitation documents, staff identified an hourly rate schedule and related terms for additional services that were included in the bid materials but were not specifically called out within the agenda item narrative for Commission action. Staff are returning to request explicit approval of these pricing terms to ensure the Commission action clearly reflects approval of the unit prices included on the attached bid tabulation (and shown below) for any additional services that may be needed during the Contract term.

Additional services are tasks that may be required outside of routine preventive maintenance or standard repair activities and are typically associated with after-hours response, emergency response, or owner-requested work beyond normal service calls. The hourly rate schedule is intended to establish pre-approved pricing for these situations if and when such services are requested and authorized by the City in accordance with the contract.
Examples may include after-hours emergency response (e.g., storm-related outages), weekend/holiday mobilization, extended troubleshooting requiring additional technician time beyond a standard service call, coordination of rental equipment when needed to maintain service continuity, and materials/rentals used complete authorized work.
Approval of these terms does not change the prior award action; it clarifies and formally adopts the additional services pricing and conditions contained in the solicitation/bid tabulation for use when such services are requested and authorized.
