TITLE:                     Approve Acceptance of Grant, if Awarded, from the U.S. Department of Health & Human Services CARES Act Provider Relief Fund: Phase 3 General Distribution and Authorize the City Manager to Sign Grant Attestation upon Satisfactory Legal Review.

Recommended Action

Approve acceptance of grant, if awarded, from the U.S. Department of Health & Human Services CARES Act Provider Relief Fund: Phase 3 Distribution and authorize the City Manager to sign grant attestation upon satisfactory legal review.

Background Information

The US Department of Health and Human Services (HHA), through the Health Resources and Services Administration (HRSA), has made $20 billion in new funding available for Phase 3 General Distribution allocation. This funding is to be used for lost revenues and changes in operating expenses attributable to the coronavirus (COVID-19).

It is undetermined at this time what amount North Port Fire Rescue will be eligible for. The funding is a formula/methodology grant from the U.S. Coronavirus Aid, Relief, and Economic Security (CARES) Act originating from the U.S. Department of Health & Human Services.  A formula grant means that the funding allocation is determined based on assessed revenue losses and expenses attributable to COVID-19, 2% of annual patient care revenue (if not previously received) and prior Provider Relief Fund distributions.

The funding application will be submitted on November 6th.  Formula grants are generally awarded as soon as the granting agency review is complete.

The City Attorney will review the attestation for legal form.
