TITLE: Approve Award of RFB No. 2025-37 EMS Supplies, Equipment, and Pharmaceuticals to Bound Tree Medical, LLC, Henry Schein, Inc., Agni Enterprises (dba) Head to Heels Safety Supplies, and Life-Assist, Inc., Effective October 1, 2025, at Established Unit Prices on an As-Needed Basis.
Recommended Action
Option 1: Approve the award of RFB No. 2025-37 EMS Supplies, Equipment, and Pharmaceuticals to Bound Tree Medical, LLC, Henry Schein, Inc., Agni Enterprises (dba) Head to Heels Safety Supplies, and Life-Assist, Inc., effective October 1, 2025, at established unit prices on an as-needed basis.

Option 1: Approve the award of RFB No. 2025-37 EMS Supplies, Equipment, and Pharmaceuticals to Bound Tree Medical, LLC, Henry Schein, Inc., Agni Enterprises (dba) Head to Heels Safety Supplies, and Life-Assist, Inc., effective October 1, 2025, at established unit prices on an as-needed basis.
• Pros: Award of RFB No. 2025-37 with the stated vendors ensures North Port Fire Rescue’s ability to obtain necessary emergency medical services (EMS) supplies, equipment and pharmaceuticals at set pricing as needed in the provision of emergency medical services to the community. As RFB 2025-37 was competitively bid, this award will allow the purchase of needed items in a timely and cost-effective manner when needed.
• Cons: Staff has not identified any negative impacts caused by approving this award.
Option 2: Deny the award of RFB No. 2025-37 EMS Supplies, Equipment, and Pharmaceuticals to Boundtree Medical, LLC, Henry Schein, inc., Agni Enterprises (dba) Head to Heels Safety Supplies, and Life-Assist, Inc., effective October 1, 2025, at established unit prices on an as-needed basis.
• Pros: Staff has identified no positive impacts to denying this award.
• Cons: North Port Fire Rescue EMS staff will not have the necessary supplies, equipment and pharmaceuticals needed for the provision of emergency medical services in a timely and cost-effective manner, hindering the ability to provide quality service to the community.
Background Information
The North Port Fire Rescue Department maintains an in-house managed inventory system of basic and advanced life support medical supplies, diagnostic and immobilization equipment, and pharmaceuticals to be used exclusively by the North Port Fire Rescue Department for advanced life support and EMS operations. The Department routinely orders medical supplies from vendors selected at set pricing established through a competitive bidding process.
On May 12, 2025, a Request for Bids was issued to secure firm pricing for the purchase of EMS supplies, equipment, and pharmaceuticals on an “as-needed basis.” On June 12, 2025, the five bids received were opened. Upon review of submittals, Bound Tree Medical, LLC, Agni Enterprises LLC (dba) Head to Heels Safety Supplies, Henry Schein, Inc., and Life Assist Inc. were determined to the lowest responsive responsible bidders. The initial term of the award will be October 1, 2025, through and including September 30, 2028, with the option to renew for two (2) additional one (1) year terms, by mutual consent, at the same terms and conditions.

Award of RFB 2025-37 is contingent upon approval of the Fiscal Year 2025-2026 budget. The North Port Fire Rescue Department has included $319,750 in the Fiscal Year 2025-2026 proposed budget for EMS supplies, equipment and pharmaceuticals in the following accounts:
