Background Information
During the City Commission Regular Meeting held on June 28, 2022, the Commission heard agenda item 22-3086 Discussion and Possible Action regarding the Interlocal Agreement Providing for the Administration of a Joint County/Municipality Economic Development Program.
Lisa Krouse, President and CEO and Erin Silk, Vice President, Business Development Services, Economic Development Corporation (EDC) of Sarasota County, provided a presentation including the mission and purpose; Fiscal Year 2023 organizational goals and approved annual plan, funding model; trends; Sarasota County and North Port projects; Fiscal Year 2022 metrics; strategic priorities; future focus and North Port metrics.
Commission discussion ensued regarding a weekly presence of EDC personnel in North Port; marketing plans; geographic area of added jobs, etc. At the conclusion of the discussion, the Commission made a motion to approve the Joint Agreement with Sarasota County, other municipalities, and the Economic Development Corporation as presented. The Commission also requested that staff bring back a budget amendment to pay the costs for Fiscal Year 2021 ($73,652) and Fiscal Year 2022 ($77,561) for a total of $151,213.
Resolution No. 2022-R-43 has been reviewed by the City Attorney and is legally correct as to form.

Information for Third Reading
This resolution was scheduled for second reading on September 27, 2022, and advertised; accordingly, that City Commission meeting was canceled due to Hurricane Ian and second reading was rescheduled on October 6, 2022. At the October 6, 2022, meeting, the City Commission voted to approve the resolution as presented. Subsequently, the City Attorney’s Office determined that the second reading was not properly advertised, as the advertisements specified a second reading date of September 27, 2022. The City Attorney’s Office advised that the resolution be readvertised and scheduled for a third reading and adoption at the November 8, 2022 Commission meeting.

Funding in the amount of $151,213 will be utilized from General Fund fund balance of the Fiscal Year 2022 Budget to pay the costs for the Fiscal Year 2021 ($73,652) and Fiscal Year 2022 ($77,561) for the Interlocal Agreement for a Joint County/Municipality Economic Development Program.
