• Cons: Continued surface degradation could lead to safety concerns, forcing closure of facility and reducing public satisfaction; delaying repairs may result in more extensive damage, increasing future costs and potentially requiring full reconstruction.
Background Information
The Parks & Recreation Department prepared a Request for Bid (RFB) for the North Port Aquatic Center Lazy River Resurfacing project, which was advertised on DemandStar on July 14, 2025. This bid opportunity was broadcast to 2,102 vendors and sent to 111 supplemental suppliers. There were 35 suppliers who downloaded the bid opportunity. On August 14, 2025, seven (7) bids were received for RFB No. 2025-38 from the following vendors:

Ø Finishing by Baker (deemed non-responsive)
Ø Electro Mechanic Industries, LLC

Upon due diligence review for responsiveness, two (2) bidders were deemed non-responsive. Based on the sealed bids received by the Purchasing Division of the Finance Department and the established award criteria contained in the solicitation, the Parks & Recreation Department recommends awarding RFB No. 2025-38 to Electro Mechanic Industries, LLC.
Contract No. 2025-38 shall become effective on the date of approval by the City Commission and terminates upon the completion of the work. Work shall begin on November 1, 2025, and must be completed by February 26, 2026.
The Award of the Request for Bid 2025-38 Lazy River Resurfacing Project to Electro Mechanic Industries, LLC in the amount of $261,484 plus a construction contingency of $26,148 for an amount not to exceed $287,632 and Contract No. 2025-38 has been reviewed by the Interim City Attorney and is legally correct as to form.
Contract No. 2025-38 was provided to the City Clerk’s Office on September 26, 2025, for signatures subject to City Commission approval.

Procurement
The Lazy River Resurfacing services were procured pursuant to Chapter 2 - Administration, Article VIII - Procurement, Section 2-404 - Competitive Sealed Bid Process of the Code of the City of North Port, Florida.
