TITLE: Approve ePermitHub Subscription Software & Services Agreement with PermitRocket Software LLC dba ePermitHub for Implementation and Subscription for the ePermitHub Electronic Document Review Software.
Recommended Action
Approve the ePermitHub Subscription Software & Services Agreement with PermitRocket Software LLC dba ePermitHub for the implementation and subscription for ePermitHub electronic document review software.
Background Information
In an effort to improve efficiency, enhance customer service, and bring operations in alignment with industry standards, the Development Services Department embarked on a project for online permitting software. On September 23, 2021, the City Commission approved CIP project (BD22OP) for the Building Division online permitting software.
On April 25, 2023, the City Commission approved Visionary Integration Professionals Acceptance Agreement for implementing and providing a subscription for the Accela permitting software. Accela permit software is utilized by local building departments nationwide and is heavily used within the southwest Florida region, so many local contractors and builders are familiar with the product.
Included in that scope of work, was the provision and implementation of several software applications necessary for the completion of the project. ePermitHub is the document review software necessary for providing the electronic plans review functionality associated with Accela. This software integrates directly into Accela streamlining the process and eliminating the need for third-party systems.
As the ePermitHub is included in the original project scope there is no additional cost associated with this agreement. The Subscription Software & Services Agreement is required for the implementation of ePermitHub and completion of the project. Development Services Department is working toward an anticipated “Go-Live” date of December of 2024.
The Subscription Software & Services Agreement has been reviewed by the City Attorney and is legally correct as to form.

Procurement
Procurement of the VIP Agreement was made in accordance with section 2-403 for the City of north Port Procurement Code for exempt purchase through Carasoft on the General Services Administration (GSA) Contract No. 47Qswa18D008F.
