TITLE:                     A  Resolution of the City Commission of the City of North Port, Florida, as the Governing Body of the North Port Road and Drainage District, Amending the North Port Road and Drainage District Budget for Fiscal Year 2024-2025 for Decrease in District Funds for Price Boulevard Widening Project R15PW1 in the Amount of $6,481,789; Providing for Findings; Providing for Posting; Providing for Conflicts: Providing for Severability; and Providing an Effective Date.

Recommended Action

Adopt Resolution No. 2025-R-47 as presented.

Background Information

The Department of Public Works staff is requesting a budget amendment to transfer $6,481,789 from Project Number R15PW1 Price Boulevard Widening Phase I to the available fund balance in the Road and Drainage District fund account. This will result in a decrease to the Fiscal Year 2025 Road and Drainage District budget.

The City Commission will also be asked to approve Ordinance No. 2025-17. This budget amendment (Ordinance No. 2025-17) will replenish these funds transferred out from the Road and Drainage District in Resolution 2025-R-47 with the same amount of funds from the Transportation Impact Fee Fund Balance. This Ordinance will be presented to the City Commission during the City Commission Regular Meeting on July 8, 2025, for first reading and during the City Commission Regular Meeting July 22, 2025, for second reading.

The goal of this process is to replace the less restrictive  Road and Drainage District funds currently allocated to the project with more restrictive Transportation Impact Fee funds. This will also bring the Road and Drainage fund balance over the 20% minimum as required by policy.

Resolution No. 2025-R-47 has been reviewed by the Interim City Attorney and is legally correct as to form.
