TITLE: Approve the Utilization of the Florida Sheriffs Association Contract FSA20-VEL28.0 and FSA20-VEH18.0 to Purchase One (1) 2022 Ford E-350; Two (2) 2022 Ford F-350 and One (1) 2022 Ford F-350 from Duval Ford, LLC, in the Estimated Amount of $241,149.20 and, Due to Current Nationwide Logistical and Manufacturing Issues Causing Significant Delays and Availability, Authorize the City Manager to Approve the Sourcing and Purchase of an Equivalent Asset, if Necessary.
Recommended Action
Approve the utilization of the Florida Sheriffs Association Contract FSA20-VEL28.0 and FSA20-VEH18.0 to purchase one (1) 2022 Ford E-350; Two (2) 2022 Ford F-350 and One (1) 2022 Ford F-350 from Duval Ford, LLC, in the estimated amount of $241,149.20 and, due to current nationwide logistical and manufacturing issues causing significant delays and availability, authorize the City Manager to approve the sourcing and purchase of an equivalent asset, if necessary.
Background Information
The Department of Utilities seeks to purchase one (1) 2022 Ford E-350 Cutaway Van; two (2) 2022 Ford F-350 Utility Bodies and one (1) 2022 Ford F-350 Crane Truck utilizing the Florida Sheriffs Association Contract FSA20-VEL28.0 and FSA20-VEH18.0.

The Department of Utilities will be utilizing the E-350 Van for the new Mechanic I position at the water treatment facility and the F-350 Crane Truck will be utilized by the new Mechanic I position at the wastewater treatment facility. The replacement Ford F-350 Utility bodies will be utilized for field operations.
The Florida Sheriffs Association Contract is made available to local governments within the State of Florida for the acquisition of vehicles. Using this Cooperative Bid, local government agencies can obtain competitive pricing. Local government agencies have the flexibility to choose a product or service according to the business needs, such as price, warranty, supplier performance and/or brand name.
Due to current nationwide logistical and manufacturing issues causing significant delays and availability, staff recommends that the Commission authorize the City Manager to approve the sourcing and purchase of an equivalent asset, if necessary.
While City Ordinance authorizes the City Manager to utilize piggyback Agreements, the City Manager’s Policy requires all procurements exceeding $100,000 to be presented to Commission for consideration. All appropriate forms, procedures, and processes have been reviewed by the Purchasing Division of the Department of Finance.

Funding in the amount of $101,890.00 is available in the Fiscal Year 2022 Utilities Capital Machinery & Equipment Fund, account number 420-6063-536.64-00, Project Numbers U22PUR and U22RPU.
Funding in the amount of $88,317 is available in the Fiscal Year 2022 Utilities Capital Machinery & Equipment Fund, account number 420-6062-532.64-00, Project Number U22CRT.

These vehicles are being procured pursuant to Chapter 2 - Administration, Article VIII - Procurement, Section 2-403 Exemptions, (a) (4), a, of the Code of the City of North Port, Florida, the utilization of other governmental or public entity contracts to procure goods and services.
