TITLE:                     Approve Construction of Additional Sidewalks for a Cost of $9,902.54 and Install 37 Additional Parking Stops for a Cost of $1,511.45, for a Total Cost of $11,413.99 at the Community Education Center Located at 4940 Pan American Boulevard.

 

 

Recommended Action

 

Approve construction of additional sidewalks for a cost of $9,902.54 and install 37 additional parking stops for a cost of $1,511.45, for a total cost of $11,413.99 at the Community Education Center located at 4940 Pan American Boulevard.

 

Background Information

 

The following includes the Commission’s directives provided during the Commission Special Meeting held on August 17, 2020, as well as staff’s responses:

 

1.                     Directive: Consensus to send memo to Commission regarding Funding sources/breakdown of the Community Education Center (Project P17CEC), from inception to present.

 

Response:  Completed.  (See Attachment 1).

 

2.                     Directive: Consensus to look at extending sidewalk on south end of parking lot as it is on the north end of the parking lot of the Community Education Center, including engineer’s opinion, cost analysis, and provide possible alternatives.

 

Response:  Pursuant to the Commission’s directive, on August 19, 2020, Gerardo Traverso, P.E., P.M.P., Engineering Manager/City Engineer conducted a field visit to evaluate the missing connection between the newly constructed sidewalk and the new pavement.  Subsequent to the field visit, Mr. Traverso provided the following recommendation in his Engineering Opinion (See Attachment 2):

 

“It is our opinion that the sidewalk on the south side of the building should not be connected to the pavement to discourage pedestrians to cross at an unsafe area.  The way the sidewalk was designed and constructed is a safe condition and as explained before, the purpose of this sidewalk is to provide access for the handicapped parking spaces abutting the sidewalk.”

 

3.                     Directive:  Consensus to provide a memo to Commission regarding Americans with Disabilities Act (ADA) parking spaces at the Community Education Center, in relationship to Federal Guidelines and spaces required as per City Code.

 

Response: The City of North Port Unified Land Development Code (ULDC) minimum off-street parking facilities are based on the square footage of the building.  The requirement for a Community Center is one (1) standard size 9’ x 18’ parking space per 250 square feet building.  The Community Education Center is 8,455 square feet in size.  Therefore, a total of thirty-four (34) standard size 9’ x 18’ parking spaces are required to facilitate the Community Education Center. 

 

In addition, Chapter 25 of the ULDC requires two (2) ADA handicapped accessible parking spaces for 26 to 50 parking spaces.  Three (3) handicapped accessible ADA parking spaces are constructed at the Community Education Center.  Please note that the ULDC minimum required handicapped accessible parking spaces are the identical to the minimum ADA handicapped accessible parking space requirements.

 

4.                     Directive: Motion to approve addition of extra sidewalks at the Community Education Center, capping sidewalk cost at $10,000, using design that would fit within that amount with review of possibility of changing leg of sidewalk installed to Pan American, to closer to the building instead of the parking lot.

 

Response:  Staff evaluated the location of the Pan American Boulevard connector sidewalk presented by Mayor McDowell which would continue the southern portion of the sidewalk adjacent to the parking lot to Pan American Boulevard.  (See Attachment 3). The following provides staff’s findings:

 

§                     Placement of the sidewalk in this area would require substantial trimming of the large Cedar Tree as well as probable impact to the root system during construction.

 

§                     Another consideration is the increased maintenance to the sidewalk to include trimming the Cedar Tree and pressure washing of the sidewalk that is directly under the tree. Since the sidewalk is regularly travelled by pedestrians, it is important that the tree and sidewalk area routinely maintained. 

 

§                     Placement of the sidewalk in this location would reduce the amount of sidewalk installed by approximately 125 square feet with an estimated savings of $1,237.50. However, although there are savings in construction costs, there would be additional reoccurring maintenance costs for tree trimming and pressure washing. There would also be additional costs to install a root barrier to protect the sidewalk from root damage.

 

Although not included as a directive, there was discussion during the Commission Meeting regarding missing parking stops at the Community Education Center parking lot.  The Community Education Center Parking Lot Project only included the installation of new parking stops in the newly constructed parking areas, not in the existing parking areas that were being milled and resurfaced.  Accordingly, the addition of parking stops in the thirty-seven (37) parking spaces that do not have them would have a cost of $1,511.45 and could be paid for with savings from the Community Education Center Parking Lot Project.

Funding in the amount of $11,413.99 is available in the Fiscal Year 2020 Budget, Project Number P17CEC, Account Number 306-3036-572.6300, General Fund - Escheated Lots and Surtax.

 

Procurement

 

The Community Education Center Parking Lot Improvements were procured pursuant to Chapter 2 - Administration, Article VIII - Procurement, Section 2-404 - Competitive Sealed Bid Process of the Code of the City of North Port, Florida.  Contract 2020-29 for the Community Education Center Parking Lot Improvements will also be utilized to construct additional sidewalks and install thirty-seven (37) additional parking stops at the Community Education Center.  (See Attachment 4).

 

The Public Works Department will prepare and process a Change Order to the Contract before the work for the additional sidewalks and parking stops is authorized to begin.
