TITLE:                     Approve Software as a Services (SaaS) Agreement By and Between the City of North Port and Municipal Media Corp (Recycle Coach)  for a Resident Waste and Recycling Information Web and Mobile Application, at Annual Unit Prices in the Agreement and Authorize the City Manager to Approve Renewals in Accordance with the Terms and Conditions of the Agreement.

Recommended Action

Option 1: Approve a Software as a Service (SaaS) Agreement by and between the City of North Port and Municipal Media Corp (Recycle Coach) for a resident waste and recycling information web and mobile application, at annual unit prices in the agreement and authorize the City Manager to approve renewals in accordance with the terms and conditions of the Agreement.

City Commission Options

Option 1: Approve a Software as a Service (SaaS) Agreement by and between the City of North Port and Municipal Media Corp (Recycle Coach) for a resident waste and recycling information web and mobile application, at annual unit prices in the agreement and authorize the City Manager to approve renewals in accordance with the terms and conditions of the Agreement.

•                     Pros: Approval secures uninterrupted solid waste service communications to residents through an established and widely used platform. Recycle Coach is currently used to maintain the existing level of service by providing residents with access to collection calendars, reminders, service alerts and recycling education.

•                     Cons: An Agreement commits the City to a long-term contract, limiting flexibility to adopt new or improved technologies that may become available in the future.

Option 2: Deny the Software as a Service (SaaS) Agreement by and between the City of North Port and Municipal Media Corp (Recycle Coach) for a resident waste and recycling information web and mobile application.

•                     Pros: Denying the Agreement allows the City to explore new technologies, vendors, or regional partners that may provide enhanced service features or more competitive pricing.

•                     Cons: Without a new Agreement, the Recycle Coach platform would lapse, potentially disrupting solid waste service communications to residents who rely on collection calendars, reminders, service alters, and recycling education.

Background Information

The Solid Waste Division of the Department of Public Works continually seeks innovative tools and programs to improve efficiency, customer service and communication with residents. In 2018, the City of North Port entered into an agreement with Municipal Media Corp (Recycle Coach) to implement a web based and mobile platform for solid waste service communications and recycling education.

Since implementation, Recycle Coach has become a primary platform used by residents to access solid waste collection information. Approximately 18,094 solid waste customers currently use the application, generating more than 10.2 million customer interactions related to collection schedules, service reminders, notifications and recycling guidance.

The platform provides residents access to collection calendars, automated reminders, service alerts, and a “What Goes Where” search tool, as well as educational content that promotes proper disposal and recycling practices. Educational features include short videos, quizzes, and age-appropriate activity materials. In addition, the application is used to notify residents of service disruptions or special events and allows residents to report service-related issues directly through the platform.

The proposed Software as a Service Agreement would continue the City’s use of the Recycle Coach platform for a three-year term, with annual payments as follows: $5,000 in Year 1, $5,250 in Year 2, and $5,512 in Year 3, in accordance with the terms of the agreement.

The Software as a Service (Saas) Agreement by and between the City of North Port and Municipal Media Corp (Recycle Coach) has been reviewed by the City Attorney’s Office and is legally correct as to form.

The Software as a Service (Saas) Agreement by and between the City of North Port and Municipal Media Corp (Recycle Coach) was provided to the City Clerk’s Office on February 2, 2026, for signature, subject to City Commission approval.
