                     Pros: Ensures continued maintenance and consistent level of service for specified mowing locations throughout the City; ongoing maintenance contributes to civic pride and community satisfaction; vendor selected through transparent, competitive bid process ensuring fairness and fiscal responsibility; contracted service does not require upfront capital equipment expense; City pays fixed cost for services and vendor assumes responsibility for employee payroll, insurance and benefits.

                     Cons:  Less flexibility to respond to unplanned or urgent needs; commits funds for a pre-determined contract length; commits City to built-in escalator for cost increase; limited control over performance.

 

Option 2: Deny Award of Request for Bid 2025-33 Outsourced Mowing Services to NDL LLC, dba Natural Designs Landscaping in an Amount not to Exceed $127,132.

 

                     Pros: Allows $127,132 to be reallocated for other City initiatives.

                     Cons: Mowing locations will not be maintained at current levels or meet City standards; will negatively impact service level expectations resulting in complaints from citizens and reduced park use.

 

Background Information

 

The Parks & Recreation and Public Works Departments collaboratively prepared a Request for Bid (RFB) No. 2025-33 for Outsourced Mowing Services for City locations listed in the solicitation.  The RFB was advertised on DemandStar on June 26, 2025. 

 

This bid opportunity was sent to 284 suppliers, and 25 downloaded the bid documents. On the bid opening date of July 29, 2025, four (4) sealed bids were received for Request for Bid (RFB) No. 2025-33 from the following vendors:

 

Ø                     NDL LLC, dba Natural Designs Landscaping

Ø                     Superior Landscaping & Lawn Service Inc.

Ø                     Chase Enterprises FL, LLC

Ø                     Wilhelm Brothers Inc.

 

Based on the evaluation of the submitted bids and the established award criteria, staff recommends awarding the contract to NDL LLC, dba Natural Designs Landscaping.

 

The contract term is for a three-year term, from October 1, 2025, to September 30, 2028, with the option for two one-year renewals.  A binding contract will be formed by the purchase order, the vendor’s signed bid form, the complete bid package, and any addenda.

 

Request for Bid 2025-33 Outsourced Mowing Services to NDL LLC, dba Natural Designs Landscaping has been reviewed by the Interim City Attorney and is legally correct as to form.

Financial Impact

 

Funding in the amount of $58,560 is budgeted in the Facilities Maintenance Fiscal Year 2026 budget in account number 001-0760-519.46-09, R&M Landscaping.

 

Funding in the amount of $76,000 is budgeted in the Parks & Recreation Fiscal Year 2026 budget in account number 001-3038-572.46-09, R&M Landscaping.

 

Funding in the amount of $36,750 is budgeted in the Warm Mineral Springs Park Fiscal Year 2026 budget in account 125-3040-572-46-09, R&M Landscaping.

 

Funding is contingent upon adoption of the Fiscal Year 2026 budget.

Outsourced mowing services were procured pursuant to Chapter 2 - Administration, Article VIII - Procurement, Section 2-404 - Competitive Sealed Bid Process of the Code of the City of North Port, Florida.
